Project
Who, specifically, is this for? Name the humans. What does each of them want from it?
When the work is done and they pick it up — what is the texture? Do they nod, or wince? What should it feel like?
Constraints: budget, timeline, scope, quality bar. And the misstep to avoid.
Read it back. Is this a deliverable list disguised as an end state?
"Complete the migration with all tests passing" is a list. "A migration Karan can defend in his quarterly without hedging, and Sneha can use on Tuesday morning" is an end state.
